- Affirming the inherent right of all peoples to have their cultural and civilizational heritage respected, protected, and honored, as an inseparable part of identity, history, and human dignity,
- Recognizing that cultural heritage is a fundamental human right, as reflected in the Universal Declaration of Human Rights and the UNESCO Universal Declaration on Cultural Diversity, and upheld by international legal frameworks and multilateral agreements,
- Acknowledging that any disregard, degradation, or desecration of cultural heritage and civilizational identity constitutes an affront to the collective dignity of peoples, comparable in gravity to violations of individual human dignity,
- Expressing concern that the unlawful appropriation, reproduction, exploitation, destruction, or misrepresentation of cultural heritage — whether through unauthorized possession, replication, or commercial gain — undermines the rightful guardianship of civilizations over their legacy,
- Reaffirming the inalienable collective rights of nations and communities to safeguard their cultural sites, artifacts, and heritage, rooted in their original historical and cultural contexts,
- Observing the inadequacy of existing legal frameworks and intellectual property mechanisms in fully protecting civilizational rights and cultural heritage,
- Recognizing the need for an independent global body to oversee and advance these principles, the Civilization Rights Institute (CRI) is designated as a non-governmental, non-profit entity to promote this declaration, foster international dialogue, and ensure the impartial protection of civilizational heritage,
- Determined to establish a collective framework to safeguard civilization rights, ensuring their continuity, recognition, and restitution.
The Designated Global Agency
The Declaration designates the Civilization Rights Institute as the central, non-governmental, non-profit international entity entrusted with advancing these principles. As an impartial steward, CRI ensures no single entity monopolizes the discourse, reinforcing the universal and impartial nature of civilization rights.

Core Protections and Principles
Prohibition of Cultural Displacement and Destruction
The removal, destruction, or unauthorized transfer of cultural artifacts, monuments, or structures from their original civilizational environment, regardless of time or location, constitutes a violation of civilizational rights and shall be addressed through international legal mechanisms.
Liberation from Colonial-Era Legal Constraints
The current state of cultural heritage preservation in foreign institutions necessitates liberation from antiquated legal frameworks rooted in colonial-era ideologies that permitted the extraction and redistribution of cultural artifacts. This movement aligns with broader human rights advancements, paralleling the global abolition of slavery and the recognition of fundamental human dignity.
Protection Against Cultural Appropriation and Exploitation
All states and entities shall recognize the material and moral rights of nations and peoples over their cultural heritage, and no entity shall exploit cultural heritage — including artifacts, monuments, names, symbols, or reproductions — without the explicit authorization of the rightful custodians.
Accountability in Cultural Stewardship
Custodians of cultural heritage shall uphold the highest standards of preservation and ethical engagement, ensuring that cultural artifacts remain safeguarded within their original environments whenever possible.
Framework for Global Recognition
Establishment of Civilizology as a Scientific Discipline
The study and advancement of Civilizology, the interdisciplinary field dedicated to analyzing the resilience, development, and protection of civilizations, shall be recognized and institutionalized in academic and international policy discourse as a means of strengthening civilization continuity.
Global Recognition of Civilization Rights and the International Day for Civilization Rights
Civilization rights shall be universally recognized as equal to other fundamental rights, such as human rights, animal rights, and intellectual property rights. Steps shall be taken to designate June 10 as the International Day for Civilization Rights, to be officially recognized by the United Nations.
Non-Political and Inclusive Nature of Civilization Rights
Civilization rights shall remain independent of political, racial, ethnic, religious, or ideological biases. No entity advocating for civilization rights shall engage in or support political campaigns or discriminatory actions.
Coordination for Global Awareness and Action
National and international efforts shall be coordinated to enhance awareness of civilization rights, reinforce global cooperation, and foster policies that promote the sustainable preservation of cultural heritage.
Mechanisms for Action
Mechanisms for Cultural Restitution and Repatriation
An international framework shall be established to facilitate the return and restitution of cultural artifacts and heritage held outside their original nations. States and institutions in possession of such heritage shall engage in good-faith negotiations for repatriation in accordance with international standards.
Sustaining Civilization Rights for Future Generations
The protection of civilizational heritage shall be recognized as an intergenerational responsibility, ensuring that cultural assets are preserved and transmitted from past custodians to future stewards.
Development and Collaboration for Sustainable Heritage Protection
Multilateral initiatives and international collaborations shall be encouraged to assess the needs of heritage sites, implement conservation projects, and integrate sustainable development goals in cultural preservation efforts.
Establishment of a Global Alliance for Civilizational Rights
A Global Alliance for Civilizational Rights shall be formed to promote cooperation, advocacy, and the application of relevant laws, with the participation of states, institutions, and civil society organizations.
Implementation and Diplomacy
Civilizational Rights Profile (CR ID) and Human Rights
As part of the constructive integration of Civilizational Rights with Human Rights, every individual shall be granted a self-assigned Civilizational Identification Number (CR ID), documenting their impact and contributions to humanity’s civilizational journey — from ancestors to descendants, and from the dawn to the culmination of human life. This profile shall be registered with the Civilization Rights Institute as a personal civilizational record, following rigorous scientific and ethical standards, serving as a tool to preserve human heritage, strengthen human diversity, and affirm belonging to the universal global civilization.
Branches of the Civilization Rights Institute
The Civilization Rights Institute shall establish independent Chapters worldwide, reflecting the temporal and spatial breadth of human civilizations and the diversity of Civilizology specializations. These Chapters shall maintain independent administrative and financial organization, operating on a non-profit basis that ensures institutional independence while aligning with the objectives of the main Institute in the United States of America.
Official Diplomacy and People’s Diplomacy
The Civilization Rights Institute shall adopt an integrated approach combining official diplomatic cooperation through international and governmental institutions with informal people-to-people diplomacy via non-governmental and community organizations, aimed at strengthening civilizational dialogue, ensuring fair representation, and upholding cultural diversity in line with principles of mutual respect and civilizational ethics.
